New Delhi: Central Govt has made new rules for persons with disabilities (PwDs) who need scribes during competitive exams.
From now, exam bodies like UPSC, SSC, and NTA must create their own list of trained scribes within two years. The old system, where students could bring their own scribes, will be slowly stopped because it was found to be misused.
Main points of the new rules:
Till official scribes are ready, students can bring their own scribes only in rare cases.
Scribes must be less qualified than student.
Scribes cannot give the same exam and must not have any personal link with the student.
Students with writing problems will get 20 extra minutes for every one hour of exam.
Exam centres must have ramps, lifts, ground-floor seats, audio help, and special rooms for students who need them.
Govt also wants students to use technology like screen readers, Braille, big-font question papers, and speech-to-text software. This will help them write exams on their own in the future.
Officials must also keep medical and personal data of students safe. If exam authorities or scribes break rules, strict action will be taken.
