India Revokes Security Clearance of Turkish Firm Celebi Aviation Over National Security Concerns

In a major move with wide-ranging implications for India’s aviation sector, the Bureau of Civil Aviation Security (BCAS) has revoked the security clearance of Turkish ground handling company Celebi Aviation, citing national security concerns. The decision, effective immediately, was communicated through an official BCAS order dated May 15.

Celebi Aviation, which operates under Celebi Airport Services India Pvt. Ltd., has been handling ground operations at several major Indian airports, including those in Delhi, Mumbai, Bengaluru, Hyderabad, Goa, Cochin, and Kannur. The sudden revocation is expected to impact ground handling services at these high-traffic terminals unless alternate arrangements are swiftly made.

“In exercise of the powers conferred upon the Director General, BCAS, the security clearance in respect of Celebi Airport Services India Pvt. Ltd is hereby revoked with immediate effect in the interest of National Security,” the order stated.

Sources familiar with the matter said the decision follows intensified scrutiny of foreign companies operating in sensitive infrastructure sectors, especially in the wake of Operation Sindoor—India’s recent military operation triggered by a terror attack in Pahalgam. Intelligence inputs reportedly linked Turkish-origin unmanned aerial vehicles (UAVs) and other defense technology to Pakistan’s side during the conflict.

While Celebi has not been directly accused of wrongdoing, officials indicate that the Turkish firm’s continued access to secure areas in Indian airports was considered a potential risk, especially given Turkey’s growing defense collaboration with Pakistan.

The Ministry of Civil Aviation has yet to issue a formal statement, but sources confirmed that alternative ground handling arrangements are being considered to avoid disruptions at key airports.

This move signals India’s increasing emphasis on national security in civilian infrastructure domains and could influence future policy on foreign companies operating in critical sectors.
