Prime Minister Modi attends 25th SCO Summit in Tianjin, China

Prime Minister Shri Narendra Modi participated in the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO), held in Tianjin, China, from 31 August to 1 September 2025. The Summit focused on SCO Development Strategy, Global Governance Reforms, Counter-Terrorism, Peace and Security, Economic Cooperation, and Sustainable Development.

Key Highlights of PM’s Address

Three Pillars – Security, Connectivity, Opportunity

PM Modi underlined that India’s engagement with SCO will be driven by these three pillars.

He emphasized that peace, stability and security are essential for prosperity.

He called for decisive action against terrorism, including terror financing and radicalization.

Thanking member states for their support after the Pahalgam terror attack, he stressed that there should be no double standards in fighting terrorism.

Connectivity and Development

PM Modi highlighted the importance of projects like Chabahar Port and the International North-South Transport Corridor (INSTC) for regional connectivity.

He spoke about opportunities in start-ups, innovation, youth empowerment and cultural heritage.

He also proposed the creation of a Civilizational Dialogue Forum under SCO to deepen cultural ties and people-to-people contact.

Support for Reforms and Cooperation

PM Modi welcomed the SCO’s initiatives against organized crime, drug trafficking and cyber threats.

He also called for reforms in multilateral institutions like the United Nations, to make them more effective and representative.

Conclusion

Prime Minister expressed gratitude to President Xi Jinping for hosting the Summit.

He congratulated Kyrgyzstan on assuming the next Presidency of SCO.

The Summit concluded with the adoption of the Tianjin Declaration by all member countries.
